Year four in charge of the program started out with plenty of promise for the Saulsberry as he guided the team to double digit wins in the first half of the season for the first time since 2014, but injuries would derail the teams momentum as they turned to league play, finishng with a below .500 record in Region IX North action for the first time in his tenure. The team did rebound to make a run in the tournament, but fell to eventual Region IX Champion Trinidad State in the quarterfinals in Scottsbluff. 

The team made a second trip to the semifinals in 2023 after claiming the 3rd seed in the postseason tournament from the north. The Golden Eagles would fall to host Casper College in the semifinals though. 

In April 2021, Saulsberry was officially announced as the fifth head coach in program history by having his interim tag removed. In his first season as the leader of the Golden Eagles, Saulsberry led them to a 17-12 overall record and to the semi-finals of the Region IX tournament. 

As Interim Head Men's Basketball Coach, Saulsberry guided the Golden Eagles to a Region IX North regular-season title, finishing 11-12, 8-2 in region play. Under Saulsberry, Erik Oliver became the school's second men's basketball NJCAA All-American after averaging 20.9 points per game, becoming the program's fifth all-time leading scorer. 

During his time as a head coach, Saulsberry has sent three Golden Eagles on to Division I programs, including Tennessee Tech, Delaware State, and Southern Indiana University. Almost every one of the athletes who have competed under Saulsberry have recieved offers from four year institiutions ranging from NCAA Division I, Division II, and NAIA programs.

As an assistant, Saulsberry helped the Golden Eagles to one of the program's best season in school history, winning 23 games in the 2016-17 season, finishing 23-11, and were Region IX runners-up. The Golden Eagles were led by Da'Zohn Wyche who averaged 17.2 points per game. 

The Golden Eagles went 210-199 over a 13 year stretch with Saulsberry as an assistant coach, with 177 of those wins coming in a nine-year span. 

Saulsberry came to Cheyenne in 2007, serving as an assistant coach at LCCC under former Head Coach Jason Ficca. Saulsberry helped with the program's revitalization as the Golden Eagles won 22 games during the 2008-2009 season, going 22-11. The Golden Eagles have had six 20-win seasons since the reintroduction of the basketball program in 2002, with five of them coming during Saulsberry's time as an assistant coach. 

A native of Central City, Kentucky, Saulsberry played high school basketball at Muhlenberg North High School where he earned All-Conference, region, district, and state honors, as well as being named third Region Player of the Year. He played basketball at Jacksonville College before transferring to St. Catharine Junior College where he earned All-Conference honors. The Patriots were ranked 10th in the nation and went on to compete in the NJCAA tournament. Saulsberry then played Division I basketball at Southeast Missouri State University. 
 
Saulsberry earned his bachelor’s degree in recreation at Southeast Missouri State University and his master’s degree in leadership from Liberty University. DeWayne and his wife, Danielle, have two children, Olivia and Sophia.
